Founding partner Allen Shaffer began practicing law in central Pennsylvania in 1951. Since that time, our firm has grown in scope and sophistication while maintaining our country law firm's feel of caring, personal service.

Our attorneys and staff live and work in the community we serve. As a full-service law practice, we understand the issues our clients face and can relate to their concerns. Community Involvement

We are active in community organizations, such as the Millersburg Chamber of Commerce, the Masonic Lodge, the Lions’ Club and Tall Cedars of Lebanon.

One of the most significant contributions we've made to the central Pennsylvania area is founding Keystone Guardianship Services, NPC, a non-profit corporation dedicated to providing professional guardianship services to juveniles and adults.

Staff member Connie Stoneroad first saw a need for these services while working at a bank. When we examined the issue and looked at the resources available in the community we saw the need, too. At the time, there were only three guardianship services in all of south central Pennsylvania. We founded Keystone Guardianship Services and became certified by the National Guardianship Association, as well as bonded and insured.

We are court appointed by the Pennsylvania Orphan’s Court or by another judge to serve as legal guardians for persons who are aged, infirm, mentally incompetent or developmentally delayed. We may be appointed as guardians for a person, to represent an estate (handling the finances of the person), or to manage both.

Our Legal Staff

Founding partner Allen Shaffer has been practicing law in central Pennsylvania since 1951. He focuses his practice areas in estate planning and real estate law. Mr. Shaffer now serves of counsel with the firm.

Senior partner Jeffrey B. Engle, Esq. has been practicing criminal defense and family law since 1995. He has tried over 50 cases to verdict before a jury and has a hard-fought reputation as a successful litigator.

Associate lawyer Dale K. Ketner holds a degree in business administration, as well as law, and practices in the areas of business law and municipal law, among others.
