Pa. cop in classroom jailed for untaught classes

WILKES-BARRE, Pa. (AP) - A northeastern Pennsylvania police officer who was fired after it was learned he never taught anti-drug classed for which he was paid nearly $20,000 will spend three to 12 months in jail and 7½ years on probation.

Forty-nine-year-old Joseph Campbell, of Wyoming, was sentenced Friday by Luzerne County judge. He had been convicted in February of theft by deception charges filed last year.

Campbell was fired by the West Pittston Police Department in November 2009 when the allegations first came to light that he never taught Drug Abuse Resistance Education, or DARE, classes at Wyoming Area high school and middle school.

Police say Campbell stole money from the DARE program for collecting pay for classes he never taught.

There are many different types of theft- theft by deception, theft by receiveing stolen property, theft of a motor vehicle, retail theft, etc..  Thefts all have one thing in common; something of value is taken from another with the intent to permanently deprive that person/entity of the property or thing.  In this case, the officer was paid money to teach a class he never taught, but accepted payment for nonetheless.  Most thefts also are graded as either felonies, misdemeanors, or summary offenses based upon the value of the thing stolen or the number of times someone has committed the same crime in the past.
